1822.    Declaration of interests.
    John Gallon declared an interest in Chapel Row and would not take part in     any decision.
1823.    Apologies received.

1824.    Minutes of the previous meeting.
    The minutes of the 21st May 2015 were accepted as a true record of the         meeting and were signed accordingly.
1825.     Matters arising from the minutes not covered elsewhere on the agenda.
    a.    Grit Bin Maintenance
    Awaiting progress response from contractor
    b.    Obstructive Road Signs
    Awaiting progress response from NCC Highways.
    c.    Disabled Access
    Response received from Area Countryside Officer who will progress this         matter with the landowner.
    d.    Footpaths – Chapel Lane
    Response received from NCC Infrastructure Records Manager stating             Chapel row is not recorded on the definitive map as a public right of way;     and that is not on the list of streets as a highway maintainable at public         expense.
1826.    County Councillor's update.
    None
1827.    Presentation - Chapel Row Concerns
    Residents expressed concern at status of footpath which was clarified in         minute 1825(d) above. Also concerns regarding the high usage of the lane     by non-residents. Ownership of the lane is unknown. Members felt that the     PC could help by raising the issue of road condition/re-instatement if any     planning consultations for the old chapel were received. The Infrastructure     Records Manager was willing to provide application packs to change the         status of the lane and it was suggested that the residents follow this             route. The residents asked if the PC had an overview regarding change of     use of green space to other use. The PC does not control any green space     or allotments.
1828.    Parish Council Vacancy and Parish Meeting
1829.    No expressions of interest had been received for the advertised         vacancy.
    The Vice-Chair reported on the Parish Meeting at which no issues were         raised by electors. It was suggested that a survey be undertaken before         the next Parish Meeting.
1830.    Planning Matters
    a.    Training Sessions – NCC
    Cllrs Pauline Baird & Martin Smith requested to attend the training &             request NCC to supply speaker on core strategy for the July meeting.

1831.    Parking.
    Re-Lining of parking bays in quarry has taken place and NCC respected         request to delay work until after the bank holiday. Comment was passed         on tourist busses causing danger points when dropping off passengers in     village.
1832.    EJBC.
    Terms of Reference, Standing Orders and Task Force/Sub Group Report;
    Awaiting response from EJBC.
    Comment had been received regarding dead turf being apparent on some     graves.
1833.    Craster Community Trust.
    Progress is being made on project to build a rowing skiff; however it still         depends on finding a suitable building location.
1834.    AONB
    A weed sprayer has been requested from NCC; clerk to informed of             progress.
1835.    Dunstan water leak.   
    No report.
1836.    Fixed asset maintenance.
    a.    Contractor Maintenance
    No Response to progress request
1837.    Missing Streetlamp – Dunstanburgh Road.
    Reported to NCC 3months ago; lack of progress because of county-wide     LED replacement program has not left funds for other non-programmed         replacements. Member to pursue this as a personal complaint as can then     invoke ombudsman procedure if necessary. Similarly a defective light at         Chapel Row will be raised personally.
1838.    Tourist Fingerpost.
    NCC must undertake a survey, check feasibility, estimate cost based on         number of fingers. They would then site it and bill the PC; this has been         raised by NCC Cllr Kate Cairns.
    The PC resolved that NCC be asked to provide an approximate cost for 5     fingers; and on receipt seek local sponsors to pay for their finger.
1839.    Financial matters.

    c)    One request received. Cllr Punton to direct the enquirer to a possible     private allotment. If that not satisfactory survey to determine demand         could be undertaken.

1841.    Urgent Matters
    Closure of St, Vincent School, Embleton has been proposed for July 2016     and accepted in report to NCC cabinet. Will PC back the “Sustainable Village     Primary School” campaign for Embleton? Questions to formulate response     will be compiled and discussion placed as an agenda item on the July 2015     meeting as responses have to be submitted by October 2016.
    NALC Training – Chair will attend Chairman training (2/7/15) and Clerk will     attend Clerk training (1/7/15)
