MEETING OF CRASTER PARISH COUNCIL
Thursday 16th March 2017 - 7:15pm in the Craster Memorial Hall

2203      Declaration of interests
Cllr Craster declared that he had an interest with planning application 17/00380/FUL - Land West of Nyasa Dunstan.

2205     Minutes of the previous meetings
The minutes were unanimously accepted as an accurate record of the meeting of 16th February 2017.

2206      Matters arising from the minutes not covered elsewhere on the agenda
Cllr Bryn Owen reported that the petition presentation made to the Area North Committee at Alnmouth on 13th March 2017 was well received and supported by other Parish Councils and the Ward Councillor. The petition was asking for a fair deal for Craster residents in providing facilities for the vast number of tourists and will now be considered at the next NCC Corporate Petitions Committee.

To be reconsidered if still vacant after May 2017 Parish Council elections.

2209      Planning Matters
a.    17/00380/FUL - Land West of Nyasa Dunstan – comment submitted to recommending “no-objections” subject to comments (as appended).

2210      Parish Council Elections 2017
NALC update circulated & Timetable has been circulated to members. The Clerk was asked to e-mail all members and any interested candidates with submission information and offer to coordinate and make personal submissions as necessary.

2211      Update on Local Transport Plan Priorities 2016 / 2017
As stated at the Area North meeting CPC submits its priorities for traffic management against judgement criteria. NCC should then respond to PC in accordance with LTP protocol. CPC have not received feedback in accordance with the protocol. NCC said that Heugh Wynd pavements would be done in 2016/17 as confirmed previously by Cllr Kate Cairns and minuted. NCC says that means feasibility study at cost of £5K would be done in that year for Smithy Bank footpath with possible budget consideration for later years i.e. design budget for 2017/18. Traffic Calming – Craster design is in programme for 2016/17.
Cllr John Gallon has asked NCC for a copy of the LTP consultation protocol.

2212      The ownership of the gate between bungalows at South Acres
Cllr Elizabeth Pearson raised the issue regarding maintenance of the gates and its ownership; it is on a public footpath to a right of way. Cllr W Sutherland is to follow up and check archives.

2213      Mobile coffee outlet concession
A Request was received for permission to operate a coffee sales concession within Craster. Craster PC has no sites of its own on which to grant such a concession and they members wished this to be conveyed to the enquirer.

Cllr Alan Punton to retain records until permanent Clerk returns.

2215      EJBC
Tenant of Cemetery House has given notice to quit. House task force obtaining valuations and assessing position of potential disposal of property.

2216      Craster Community Trust
Competitive Quotations were presented for various items of equipment that CPC may wish to donate to CCT:-
A Members expressed concern at the amount of money being put into the play area; this point was countered by the possibility of the play area being closed if it was allowed to deteriorate. Play Park is for the benefit of tourists. It was proposed that the following items be purchased:-
    Playground –
    Accept lowest quote for supply of Rubber matting Grasslok @ £5,000
    Accept quote for supply of 1 No QU91 Vortex Sturdy Play Unit @ £1,615
    Accept quote for shed @ £464
    Memorial Hall -
Accept quote for 3m x 2.25m electrically operated projection screen @ £498
Accept quote for installation of projection screen @ £160
all ex VAT.

2218      Fixed asset maintenance
a.    Dog bins / litter bins –
Litter bin now installed; Invoice received for supply £341.94 Inc. VAT
b.    Tenders for 2017 Grass Cutting –
One tender received; tenderer to be awarded contract.

2219      Tourist Amenities and Grant Funding
Chairman suggested that the PC apply for a Leader Grant for the tower bank pathway fence and a bridge at the bottom end. Indicative costs are £1,800 for the fencing; bridge to be sought. Cllr Bryn Owen and Cllr John Gallon to explore the funding possibility. If not feasible the PC may be able to fund the pathway themselves; proposals to be brought to the next meeting.
The Police attended a vehicle accident that damaged the wall; they may be able to supply name and address of owner to make insurance claim. Cllr Michael Craster to explore issue with Howick estates.

2220      Car Parking
a.    Quarry Car Park –
Report that an apparently cheaper improvement scheme had been implemented and although extra car parking spaces had been gained it was not many.
b.    Residents’ parking –
No improvements are imminent from NCC it will be 2018/19 before the issue is considered.

2221      Transparency Fund
a.    Parish Council Website – NALC scheme is almost complete, passwords etc. to be issued imminently.
b.    Purchase of Scanner using Transparency Grant – wait until after election.
c.    Internet Connection in the Memorial Hall – issue still on-going.

2222      Financial matters.
