MEETING OF CRASTER PARISH COUNCIL
Thursday 17th November 2016 - 7:15pm in the Craster Memorial Hall

2130      Minutes of the previous meetings
The minutes were unanimously accepted as an accurate record of the meeting.

2131      Matters arising from the minutes not covered elsewhere on the agenda
Cllr Owen reported that the whole pathway has now been cleared, following the letters to the residents at 1-4 Seaview, Dunstan. Cllr Gallon questioned whether this action was the responsibility of the Parish Council. It was agreed that in future, the Footpaths Officer at Northumberland County Council should be copied into any correspondence.

Cllr Owen also reported back on the action taken by Cllr Punton regarding the damage to the road at the bus stop. He congratulated Cllr Punton on his success now that the repairs have been carried out by Northumberland County Council.

2132      Parish Council vacancy
Nothing to report

2133      County Councillor's update
County Cllr Cairns circulated a report to all Councillors prior to the meeting, but it was also read for those who had not seen it.

Some discussion followed about the Local Transport Plan process and the confusion surrounding which proposals currently being considered for Craster Parish. Councillors expressed concern that preliminary work and negotiation will go to waste.

Action: the Clerk should write to NCC and request confirmation of the proposals currently being considered for Craster Parish.
Action: the Clerk should also separately request an explanation of the process to allow the Parish Council to be more proactive in it’s approach in the future.

2134      Planning Matters
a.    16/03551/FUL: Proposed replacement of porch. Approval noted.
b.    16/03422/FELTPO: Tree felling and pruning to TPO trees. Approval noted.
c.    16/03899/MISC: High Speed Broadband Cabinet Approved. Approval noted.

The circulation of paper copies of planning applications was also discussed. It was agreed that only Cllrs Brooks, Pearson and Baird would rely on viewing the paper copies, and the rest would view online and comment by email. Any Councillors wanting to see the papers will request them from Cllr Brooks. A clearer deadline for comments will be circulated by the Clerk and all comments to be made to all by email.

2135      Future of Parish Council after May 2017
The information from NCC on Review of Governance circulated by Clerk was noted.
Action: the Clerk will write to NALC to request some more practical advice on reducing the number of Parish Councilors from 10 to 9.

Cllr Craster suggested that the Parish Council should consider reducing the number of meetings – perhaps to every other month. It was agreed that this should be considered at the AGM, but there was support in principle for this proposal.

2136      Christmas Tree
Cllr Pearson reported Mr Fairbairn of Hobberlaw Plants could provide a 15ft tree for £135. It was unanimously agreed that this purchase should be made.

Cllr Brooks reported that an advert had been placed in ‘The Net’. The lights will be turned on, with carols, at 6pm on 17th December. Cllr Craster suggested inviting the Howick Coastal Choir to attend too, and this unanimously agreed. It was also agreed that it would be nice to provide refreshments in the Memorial Hall afterwards. It was suggested that the CCT discuss this at their next meeting.

2137      Update on Local Transport Plan Priorities 2016 / 2017
The Clerk wrote to County Councillor Cairns, and County Councillor Woodman (Chair of the AONB) to request their support for the footpath

2138      Minute archive
Action: Cllr Craster agreed to check where the CCT are up to with the records.

2139      Closure of BT phone box in Dunstan
The Clerk reported that she had received confirmation from NCC that there’s a formal objection to the closure.

2140      Clearing of drains and gullies in Craster and Dunstan
Cllr Smith questioned whether NCC needed to deal with any problems in the Parish. After some discussion, it was agreed that there was no need to contact NCC.

2141      2017/2018 Parish Precept
It was agreed that a Parish Meeting would be held on 12th January 2017.
Action: the Clerk should book the Memorial Hall
Action: the Clerk should circulate to all Councillors (by email) the total spend of the Council from January – December 2016 to help inform their decision.

The Clerk reported that the form needs to be returned by 27th January 2017.

2142      EJBC
Cllr Owen reported tenders had advertised for the maintenance work at the cemetery. He confirmed that the Burial Committee would not be asking for a precept contribution from the Parish Council.

2143      Craster Community Trust
Cllr Craster reported that CCT are currently seeking advice from NCC about signage preventing people from taking dogs into the fenced area used by children.

Cllr Punton to report back on the request for funding for the picnic benches at the next meeting.

2144      AONB
Councillors discussed the issue of the licensing dog walkers as part of the NCC Public Spaces Protection Order, as raised by County Cllr Cairns in her report. There was some support for this suggestion.
Action: It was agreed that Cllr Sutherland would draft a comment for consideration. If agreed, it would be submitted by the Clerk.
Action: Cllr Gallon to circulate the link to the original consultation.

2145      Fixed asset maintenance
a.    Update on benches:
b.    Dog bins / litter bins

Cllr Baird has not been able to report back on this issue.

Action: It was agreed that Cllr Owen and Cllr Smith would inspect the bins and report back on those needing repair, and which dog bins can be re-located, at the next meeting.

2146      Tourist Amenities and Grant Funding
Nothing to report

2147      Car Parking
a.    Quarry Car Park
The Clerk reported that an Officer from NCC hoped to attend January meeting to discuss this issue.
b.    Residents’ parking update from County Cllr Cairns
As set out in County Cllr Cairn’s report, NCC are looking to complete the work at the gateway to the village before doing anything further with this scheme.

2148      Transparency Fund
a.    Parish Council Website
The Clerk reported that NALC had circulated an example site for comment. It should be live by March 2017.
b.    Application for grant Scanner 
The Clerk reported that the application had been successful.
Action: It was that this purchase should be made by the Clerk. Cllr Gallon is going to investigate methods of electronic payment that can be used by the Parish Council.
c.    Internet Connection in the Memorial Hall Cllr Gallon
Cllr Gallon reported on estimated installation and running costs. It was unanimously agreed that this should be investigated further.
Action: Cllr Gallon to present a costed proposal to the next meeting.

2152      Information Share
The Parish Council extended their sympathies to the family and friends of Billy and Muriel Silk, who recently passed away. They ran the Jolly Fisherman for many years.

The Clerk reported that she had attended the NALC Transparency Training in Whittingham.
