1262. Our Chairperson – Miss Carol Grey.

The Meeting held one minutes silence in memory of Carol.
 
1263. Apologies for absence.
Joan Angus, Pauline Baird, Michael Robson & Michael Craster.

1264.  Confirmation of minutes of last meeting.
The February Minutes were accepted as a true record.

1265. Matters arising from minutes of last meeting.
Mobile Phone Mast Update.
The yearly visitor figures have been received for Dunstanburgh Castle.
Action Point: Clerk to write again to the mobile phone companies & send a copy to Sir Alan Beith with the tourist figures for Craster. Also provide the Development Trust with copies of the paperwork.

Dunstan Water Leak.
NCC has begun to investigate the problem and expect to complete the road repairs by the end of March.
 
Dog Bin for Dunstan.
The dog bin has been installed.

Holiday Homes Bins.
If we pass on the details of the houses which leave their bins out, NCC will send an Enforcement Officer the day after bin collection and in the first instance they will place stickers/letters of the need to take their bins back.
Action Point: Clerk to notify NCC about a house in Whin Hill. 

Councillor Interest Forms.
Rosie Robson & Michael Taylor handed their forms in & Elizabeth Pearson will complete her form. 

Council Housing Policy.
CC John Taylor used the evidence concerning the Embleton & Craster housing problems at the Housing Policy Meeting, the Meeting drafted a list of new recommendations, which are for residents’ benefit, all our concerns have been met.
Action Point: Clerk to put posters on the notice boards about the changes once she has received them from CC John Taylor.  Alan Punton will talk to any council residents who may benefit from the changes.  

Council Tax Payers in Craster Parish.
The following information has been provided by NCC.
‘The number of Band D equivalents used to calculate the precept amount for Craster is as follows: -
2008/09          185
2009/10          176
2010/11          153.55

Using the demand of £5,000 this gives the following band D amounts for the Craster Parish precept only: -
2008/09          £27.03
2009/10          £28.41
2010/11          £32.56’

Barbed wire at the Black Hole.
The NCC Area Countryside Officer has looked at the fencing & will speak to the farmer to see if more room can be created.

Dunstan Smithy Bank.
NCC will trim the bushes back by the end of March.

Car Park & Heugh Wynd Grit Bin requests.
NCC will shortly review their Winter Response arrangements including the placing & filling of Grit Bins.  Until such time as the review is completed they are not placing any additional bins, but they will however consider the sites at the end of this Policy review.

Tourist Information Centre Outside Lighting.
The Tourist Information Officer is waiting for a response from NCC & will get back to us once it has been received.

Grass Verge Outside The Church.
NCC will temporarily fence off the grass whilst it recovers from the damage caused by parking during the wet weather. 
 
Overgrown Bushes At The Entrance to Craster.
Joyce Shaw spoke to John Walton from the National Trust who will trim the bushes back for us.

Potholes At Proctor Lonnen & Cemetery House.
NCC will repair the potholes as soon as possible.

Agrivate Concerns.
CC John Taylor has spoken to the Environment Agency who are formulating a policy they can enforce concerning the usage & storage of agrivate.
 

1266. NWL Sewerage Update.

An email has been received from GF White: -
‘Further to the meeting held with representatives from both the Parish Council and the Development Trust, by way of an update we can confirm the following: -

A copy of the licence agreement in its current form has been forwarded to Mr Twyford for his thoughts.

We have responded to Tim Court @ NWL asking for details of both the complaints procedure DG7 (quoted in the licence), along with a point of contact within NWL to establish a direct communications link.

Once we have heard back from NWL on the points raised we will let you know.’

Michael Taylor was concerned about the short time scale we had to look & digest the licence and raise comments.  Also if we aren’t satisfied with the re-instatement of the play park and an Expert is called in – if they find in favour of NWL we will have his bill to pay.
Action Point: Clerk to put the financial allocation on the Agenda for the next meeting.

CC John Taylor declared an interest.

Coast Guard Rescue Station. In circulation.

NCC North Area Committee on 15th March. In circulation.

Electoral Review of Northumberland – Final Recommendations. In circulation.

NCC – Charter For Local Councils. In circulation.

NCC – Open Space & Recreational Study.
Action Point: Alan Punton to complete & post.

NCC – Off Street Parking Places.
Action Point: Clerk to request a time extension to respond.

People & Places March 2010. In circulation.

BT Pole outside The Gallery.
Action Point: Clerk to contact BT & NCC concerning the placement of the pole on the building's foundation & drains & the road safety issue.

Embleton Play Park Association.
Action Point: Clerk to write a letter of support for the Play Park Association towards their grant application.

Michelle’s Bike Ride.
An email has been received concerning a fundraising bike ride, which takes place on Sunday 23rd May, they wish to use the harbour to put a tent up for refreshments.
Action Point: Clerk to inform them that we don’t think the location is a good idea, due to the lifeboat requiring access to the harbour, Craster being completely double yellow lined & the volume of tourists & walkers who use the harbour during the Spring months.  Suggest them contacting The Cottage Inn.

1270. A.O.B.

New Chairman & Councillor.
Action Point: Clerk to put on the Agenda for next month.

Tower Bank.
The Tower Bank was particularly dangerous during all the icy weather we’ve had lately, should we look at requesting a Grit Bin once NCC have completed their Winter Response Policy?

Sandwich Board & Parking Problem at the Bus Stop.
Action Point: Rosie Robson will speak to the owners of The Shoreline Café about their parking at the bus stop & the sandwich board on the beach footpath behind the bus shelter.  CC JohnTaylor confirmed that the placement of the board is illegal.

Double Yellow Lines. 
Rosie Robson declared an interest.
Action Point: Clerk to write to NCC requesting all double yellow lines in Craster to be active all year round.
