1284.  NWL Sewerage Update.
Mr Phillips from NCC attended the Meeting to discuss the scheduled work.
Michael Craster informed us that the licences are in the process of agreement & there are no major points of disagreement in principle, it remains the same as what was put to us.  Michael recommended that the licences be agreed and signed.

Mr Phillips attended a site meeting with NWL to go over all the works areas & at this moment NWL don’t have a completed works programme.

NCC have been given a timetable of the road closures from NWL:-
Dunstanburgh Road (all of):
Main works: Road closure required:
Start: 13th Sept 2010. Finish: 2nd Nov 2010.
Intermittent  deliveries where NWL will need to close the road will run up until 28th Feb 2011.

West End (from junc. Of Dunstanburgh Road to junc. Of Norwell  Brow):
Two way temp. traffic signals required:
Start: 20th Oct 2010. Finish: 22nd Nov 2010.

West End (from junc. Of Norwell Brow to outside Craster Sewerage Treatment Works):
Two way temp. traffic signals required:
Start: 13th Sept 2010. Finish: 23rd Dec 2010.

West End (from outside Craster Sewerage Treatment Works to junc. Smithy Court):
Two way temp. traffic signals required:
Start: 9th Aug 2010. Finish: 17th June 2011.
Compound location for the duration of the project is north of the Craster Sewerage Works.

NWL plan on doing opencut directional drilling with rock cutting equipment, with the bulk of the work completed by Christmas.  They believe there will be minimal complete road closures at which time they will operate mini buses between Craster & Dunstan & deliveries to Craster will need to liase with NWL.  They also believe their machines will get through the whinstone & their contractors say they won’t need to blast.

NCC believe that there will be a great deal of inconvenience caused by the traffic lights & limited access to houses where NWL are working, NCC have an Inspector to deal with any road access complaints.
Action Point:  Clerk to email Mr Phillips for NCC Inspectors details.

Next the money from NWL for the land & rent was discussed:-
£24,000 (+£300 per week in the event of any time overrun) for the rent of the playing field, which will be paid to the Craster Community Trust.

£13,000 for the sale outright of the freehold of plot 10, which will go to the Parish Council which was unanimously agreed to be used for grants within the community.
Action Point: Clerk to email NALC to check we can use the money for local community grants.

1287. Matters arising from minutes of last meeting.

Mobile Phone Mast Update.

Ongoing – awaiting a reply from Orange.

Dunstan Water Leak, Potholes At Proctor Lonnen & Cemetery House.
During the summer NCC will spend approximately one week in each parish doing Highway maintenance, these issues are on their list for this area.

Council Housing Policy.
Rosie Robson attended the Alnwick Area Forum & on the Agenda for their September Meeting is affordable housing, they will invite officers from NCC, Homes for Northumberland & landlords etc.
Action Point: Councillors to gather information from Craster residents concerning their housing needs & Clerk to put notices up on the boards.

Tourist Information Centre Outside Lighting.
CC John Taylor is looking into this problem for us.

Grass Verge Outside The Church.
Ongoing.

BT Pole outside The Gallery.
Ongoing.

New Councillors  (notices up from 10th – 27th May).
Action Point: Clerk to put on the Agenda for the next Meeting.
 
Sandwich Board & Parking Problem at the Bus Stop.
CC John Taylor has looked into how many sandwich boards are allowed to advertise a business – there are none allowed.
Action Point: Clerk to email CC John Taylor concerning information about brown signs for business advertising.

Double Yellow Lines – All Year Round. 
Ongoing.

The Need for More Car Parking Places.
Action Point: Michael Craster, Michael Robson & Alan Punton will arrange to meet CC John Taylor to discuss possible parking areas & the clerk will forward their proposals on to the Craster-on-line website.

Disabled Kerbing at from Harbour to Jolly Fisherman.
The kerbing mistake has been rectified.

Car Park Refuse Bins.
NCC have agreed to place a new stand where 2 x 360 litre wheeled bins can be secured thus increasing the car park rubbish capacity to 720 litres this will increase litter wheeled bin arrangements by 5 times the present volume.  NCC has also agreed through their workforce to monitor the area and re-evaluate if necessary in the future.

1288. Planning Matters.

Coast Guard Rescue Station.
This plan is still ongoing.
Planning Approval 16 Whin Hill – Loft conversion & balcony window. Noted.

1289.  Financial Matters.

CAN News – March 2010.
Noted.

CCDT - Play Park Equipment.
The Parish Council recommended a community area with some trees/pots & the Development Trust will discuss the proposals at their AGM. Clerk also forwarded contact details for the Embleton Playpark Association as a good source of information.

NCC - Dog Control Orders. Noted.

1291. A.O.B.

Dunstan Dog Bin Objection.
A letter of complaint has been received about the location of the dog bin in Dunstan. Action Point: Michael Craster will contact Craster Estates about relocating it to their land at the entrance to Dunstan.

NCC Car Parking Charges.
Action Point: Clerk to find out how much the proposed parking charges will be for Craster.
