1355. Apologies for absence. None.

1356. Confirmation of minutes of last meeting.
The Minutes of the March Meeting were accepted as a true record.

1357. NWL Sewerage Update.
Emails were received from both Charles Harman @ NWL & Mrs M Gallon concerning the ongoing repairs, it was decided to wait until all the work has been completed and then prepare a list of any rectification work requiring attention.
Action Points: Clerk to contact LTSB to set up an additional account to hold £10,000 of the NWL money for 6 months & the balance will remain available in the current account.
Mr Harman’s email concerning the ordering of replacement goalposts would be passed to the Development Trust by Joyce Shaw.

1358. Craster Community Trust Matters. No matters pending.

1359. Matters arising from minutes of last meeting.
Housing – Residential & Tourist.
Michael Craster declared an interest.
Bryn Owen suggested that since there was a surplus of holiday homes in the Craster area & a shortage of homes for rent on offer that it may be worthwhile creating a list of local people in need of a rented home.
If the list also included how many bedrooms were required & a rough idea of how much rent they could afford to pay then by passing this information on to the holiday home owners they could consider putting their unused holiday homes out on long term lets.
The Parish Council has no desire to force anyone to do anything but it was worth thinking about this suggestion towards helping both parties of people.
A copy of the NCC Right to Buy document has been given to each Councillor and CC John Taylor has spoken with the NCC solicitor who is busy preparing a report on Right to Buy enforcement.  The details on each house is data protected & confidential, but anyone is welcome to carry out a search of the register for £80 at the Land Registry.
CC John Taylor is part of a working group looking into what the housing supply & demand will be over the next 15 years, the group has been collating hard evidence since 2005.  The Tenancy Law over letting properties is complicated & CC John Taylor will report back when he has more information.

Mr J Gallon – Mobile Reception.
The proposed mobile phone scheme won’t work in Craster; John Gallon will send the company our required brief to see if there is anything they can offer to improve our coverage. 
Action Point: CC John Taylor is busy looking at improved phone coverage for the east coast train line & will let us know how he gets on.

Craster Sea Erosion.
An email has been received from NCC Footpath’s Officer who has checked the path on a couple of occasions & believes it to be okay but will keep an eye on it.
Action Point: Michael Robson will email the Clerk digital photos of the damaged coastal path to forward on to NCC.

Dunstan Water Leak. Ongoing.

Mr J Gallon – footway along the west harbour wall.
An email has been received from Sale & Partners, they are waiting for prices for the possible widening/repair of the path & the repairs will begin shortly.

Mr M Robson Overhanging branches in inner car park & removed fencing.
The Clerk has had no reply to the email sent to NCC last month concerning the removal of the fencing.
Action Points:  CC John Taylor will deal with arranging for mesh fencing to be erected to prevent kids from climbing at the entrance to the inner quarry.
Joyce Shaw will speak to the landowner of the gorse bushes to be trimmed back off the path at the bottom of Norwell Brow.

Damaged Grit Bins & Harbour Rubbish Bins.
Action Point: Clerk to email NCC concerning the lid being off the grit bin on Dunstanburgh Road due to the hinge being pulled out, also the rubbish bin lids are off on the bins at the harbour.

Parking.
Emails have been received from Michael Taylor & Peter Howard.
Michael Craster attended a Bamburgh Meeting concerning parking & other road problems.  He proposed setting up a Sub Committee with the task to look at the problem properly in Craster and to come back to the Parish Council with proposals to help with parking & congestion problems.  There are small grants available and a few suggestions were made:-
To tackle the parking on double yellow lines especially around the café & bus stop etc.
At the bus stop a sign would be helpful warning of buses turning & possibly a hatched junction.
Both English Heritage & The National Trust should be approached for land to be turned over for parking or money towards the cost.
Signage at Craster crossroads warning of the road narrowing near the bottom of Craster Arch.
CC John Taylor explained that the AONB were pushing for a reduction in signs along the coast & its been proposed by NCC for double yellow lines not to be policed but for them to be de-criminalized for traffic wardens to control.  If we can put together a Car Parking Paper CC John Taylor will submit it to the Area Committee.
Proposed for the Sub Committee were Michael Craster, Alan Punton, Pauline Baird & Margaret Brooks - all in favour.
Action Point: Clerk to forward the emails received to the Sub Committee members.

1360. Planning Matters.
CC John Taylor declared an interest.
A/2010/0437 – Dunstan Steads Farm Buildings. Pending.
CC John Taylor has spoken to NCC they will keep us in the picture concerning this application.  Also the residents of Dunstan Steads wish to be removed from Craster Parish & into Embleton Parish.
A/2008/0289 – Former Nursery Gardens – amendments. Pending.
A/2011/0052 – Dunstan Hall door & windows SE Wing. Approval Received.

Support for the Parish Clerk.
Michael Craster proposed setting up a support group to looking at ways to ease the Clerks workload, wages etc.
Proposed were Michael Craster & Pauline Baird – all in favour.

NCC – Dog Control Orders.
CC John Taylor will get us the email address for the warden who can do on the spot fines for dog fouling.
           
NALC Training. Noted.
