The Chairperson welcomed Bryn Owen & Margaret Brooks on to the Parish Council.
 
1339. Apologies for absence.

1340. Confirmation of minutes of last meeting.

The Minutes were accepted as a true record.

1341. NWL Sewerage Update.

John Gallon proposed opening a Post Office Instant Saver Account for the NWL money; this was seconded by Michael Craster.
9 in favour & 1 against.
Action Point: Clerk to look into opening an account.
Michael Robson met with NWL and gave them the go ahead to carry out the work to reinstate the outflows.
Once the NWL work has been completed if there are any road/path repairs, which are not up to scratch NCC will carry out the rectification work & invoice NWL direct.
Action Point: Clerk to email Charles Harman at NWL for an update on the work.

1342.  Craster Community Trust Matters.
The play park has now re-opened.

1343. Matters arising from minutes of last meeting.
Grass Verge Outside The Church.
It will cost approximately £7,000.00 to web the grass outside the church for cars to park on, if NCC gets involved they may charge for parking.

Affordable Housing Policy. - Affordable Rural Housing Guide.
CC John Taylor informed us that the policy is in place to approve sites for affordable housing, unfortunately there is a problem finding the money to fund.  The clerk now has a copy of the ‘NCC Right To Buy’ for the Craster area.

Fireworks & Chinese lanterns.
The Watch Manager at Alnwick has been unable to locate any literature/posters that could help us highlight the problem fireworks & chinese lanterns cause along the coast.

Dunstan Footpath post near the bus stop.
Ongoing.

Mr J Gallon – Mobile Reception.
It will cost approximately £12,000.00 for the set up & running costs on a small mobile phone reception station, but the company is still working out the final figures.

Craster Sea Erosion.
Ongoing.

NCC – Service Costings 2011/12 budget. Email from Locality Development Officer. CC John Taylor informed us that the Tourist Information Office & toilets in Craster might remain under the control of NCC. 
Action Point: Clerk to email John Cooper @ NCC to request his attendance at one of our Meetings to discuss in detail which services we will be taking over next year.

Mrs M Gallon – Bush overhanging pavement on entrance to village.
They have been pruned back.

Mrs E Pearson – Bushes overhanging from Norwell Brow/opp. Bark Pots area. They have been pruned back.

Dunstan Water Leak
NWL have checked the water leak & confirmed it is from a natural spring & Highways is busy cleaning out drains & gullies in the area.

1344. Planning Matters.

CC John Taylor declared an interest.
A/2010/0402 – 3 Smithy Court Dunstan – 1 new dwelling.
Bryn Owen declared an interest.  Approval received.

A/2010/0437 – Dunstan Steads Farm Buildings.
An email was read out from NCC concerning the additional volume of vehicles required for the proposed farm buildings, a letter has already been sent to NCC detailing our road safety concerns.
Pauline Baird & Bryn Owen will attend a meeting on Saturday morning in Embleton.
Action Point: Clerk to email our letter & Councillor comments to Pauline & Bryn.
 
A/2010/0492 – 11 Heugh Road extension. Approval received.

A/2010/0486 – 3 Church Street holiday accom. flat. Refusal received.

A/2010/0520 – 3 Dunstan Square – replace front porch. Approval received.

A/2008/0289 – Former Nursery Gardens – amendments.
The amendments will bring the access to the development out next to the church path on Heugh Wynd. 
Two letters have been received from Mr M Doherty which were read out requesting a PC Public Meeting to be organised before the Parish Council responds to NCC.
The amended plans have been circulated amongst the Councillors and their comments and concerns were discussed along with the request for the Public Meeting.
Although the Parish Council agrees that either access road used (Heugh Wynd or Whin Hill) will be difficult the need within Craster for affordable housing for young families is very necessary.
A vote was then taken to hold a Public Meeting.
For 1 & Against 8.

Action Point: Clerk to write to NCC with the following two comments concerning the change of access:-

1) Will there be adequate width for both the access road and the church footpath to be retained.
2) The proposed kerb across the existing path to the church gate will obstruct the reversing funeral hearse, is it possible for dropped kerbs to be fitted.

1345.  Financial Matters.
Bank Balance: £18,123.73

1346. Correspondence received.
NALC & CAN Annual Report. In circulation.

NSP – Sustainable Community Strategy for Northumberland. In circulation.

NCC – Taxi Licensing Consultations. Noted.

NALC – Royal Garden Party Tues 19th July.
Action Point: Clerk to nominate Joan Angus to attend.

AGE Concern – donation request.

The Councillors agreed not to make a donation.
