1323. Apologies for absence.

Michael Craster.

1324. Confirmation of minutes of last meeting.
The Minutes were accepted as a true record.

1325. NWL Sewerage Update.

Action Point: Clerk to look for the best possible interest rates for the £13,000.00.  NALC has suggested the Bank of Ireland.

1326.  Craster Community Trust Matters.
Alan Punton volunteered to be the Parish Council Representative.
Proposed by Joyce Shaw & seconded by Joan Angus.  All were in favour.
Mr Ridley the Chairman for CCT confirmed that our representative can talk on a topic during a CCT Meeting but won’t be able to vote.

1327. Matters arising from minutes of last meeting.
Grass Verge Outside The Church.
The clerk read a letter out from the CCT in favour of grass webbing to ease the parking problems for the Church & Hall.
CC John Taylor informed us that NCC Highways Dept is in discussion with the Planning Dept as to whether the grass webbing will need planning permission. CC John Taylor will also price the grass webbing to cover the grassed areas on Heugh Wynd near the church corner.

The owner of the caravette that parks on the grass is willing to make a donation towards the cost of the webbing.

Brown Signposts.
NCC is busy looking into signage for coastal areas, they believe there are too many signs and they are running a pilot scheme in Bamburgh to reduce them.

Double Yellow Lines & additional Car Parking Places.
The clerk read out an email from Mrs M Gallon concerning bad parking & suggesting a residents only parking scheme in Craster.
Even with the ‘road closed’ signs along Dunstanburgh Road cars have still been going along.  CC John Taylor advised us that from April 1st 2011 car parking will be de-criminalised so parking wardens will be checking both the car parks & the double yellow lines.

Affordable Housing Policy. In circulation.
CC John Taylor is looking into the implications on Housing Policy changes.  The Government is looking at communities’ right to build & putting communities in charge of planning decisions.
CC John Taylor will provide us with the information.

Fireworks & Chinese lanterns.
Ongoing.  A letter has been sent to Northumberland Fire & Rescue Service requesting leaflets/posters.

Craster Harbour Overflow Pipe.
The pipe hasn’t been repaired yet & a reply has been received from Sale & Partner who will chase it up.

Mrs J Shaw – Seats as the entrance to Craster.
The seats have been done & an invoice received.
 
Vice Chairman & Councillor Vacancies.
John Gallon proposed Pauline Baird for Vice Chairman & seconded by Joan Angus.  All were in favour.
The vacancy notices have been put up on both notice boards & NCC has been advised.
Action Point: Clerk to put on the agenda for the next meeting.

Mr M Craster – Dunstan Footpath post near the bus stop.
The NCC Footpaths Officer will get the sign repaired/replaced.

NCC – Grit bins.
An email has been received from NCC, they are looking into our requests for additional bins & they will get back to us.

1328. Planning Matters.

CC John Taylor declared an interest.
A/2010/0334 – Dunstan Hill Camping Site- extension/hardstanding. Approval received.

A/2010/0370 – Former Nursery Garden 21 Whin Hill-vary condition 14 of approval.
An email has been circulated from John Gallon concerning the Planning Application Variation & the approval from NCC was been received.

A/2010/0402 – 3 Smithy Court Dunstan – 1 new dwelling. No objection. Application Pending.

A/2010/0407 – 5 Dunstanburgh Road – extension & garage. Approval received.

A/2010/0437 – Dunstan Steads Farm Buildings. In circulation. Application Pending.
A letter was read out from Mr Sclater from Embleton concerning this planning application.
We have already contacted the Planning Dept concerning the additional vehicles required for the Dunstan Steads road:-

‘The supporting information submitted with the application states that the applicants are expanding their livestock enterprise from Ravelaw in Duns to Dunstan Steads where they are intending to rear approximately 200 calves from 1 week to 3 months old.
No information has been submitted that gives details of the number of additional vehicles. However, we have consulted with our colleagues in the Highways Development Management team, which will look at the proposal in respect of issues around access to and from the site, adequacy of the existing road network, and general highway safety issues.’

NCC have withdrawn their e-consultation hub service whilst their computer system is being upgraded.

1329.  Financial Matters.

The Precept was discussed & all were in favour of it remaining the same at £5,000.00 for 2011/12.

1330. Correspondence received.

Archaeology in Northumberland – Volume 19. In circulation.

NCC – Charter For Local Councils update. In circulation.

NCC – Local referendums to veto excessive Council Tax increases consultation. In circulation.

FONDT – Newsletter July/August 2010. In circulation.

Mrs M Gallon – Dunstanburgh Road road surface.
Action Point: Clerk to contact NCC concerning the condition of Dunstanburgh Road and Heugh Road with all the heavy vehicle traffic & to let them know that we will contact them again after all the NWL work has been completed with a condition update.
 
Mrs M Gallon – Norman Reid Memorial Seat.
The seat is corroded & needs attention.  The Council also discussed the possibility of an endowment being requested on any new private seat being erected in the Craster area to help with the maintenance. 
Action Point: Clerk to contact the National Trust about the seat’s condition.

Mr J Gallon – Mobile Reception.
John Gallon is looking into mobile phone reception, and trying to find out how we can put pressure on the providers to gain adequate service – he is awaiting a reply from the Commission for Rural Communities.

Michael Craster – Donation from the NWL money to the Alnwick Playhouse.
Action Point: Clerk to put on the agenda for the next Meeting.

Dunstan Water Leak.
The water is not coming from the field – the drains are blocked.
Action Point: CC John Taylor advised the clerk to email Billy Pringle at NCC requesting the gullies to be cleaned in Dunstan as a matter of urgency.

Craster Sea Erosion.
Joyce has contacted NCC.

East Coast Train Line.
NCC Highways are looking at major improvements to the East Coast train line by altering the franchise for train companies that could add extra trains down to Newcastle.

Broadband.
CC John Taylor is looking into a NCC major review on rural broadband.
