1428.  In Attendance  None.

Action Point:
Clerk to organise a Get Well Card for Pauline.

1429.  Confirmation of minutes of last meeting.
The January Minutes were accepted as a true record.

1430.   NWL Sewerage Update.
NWL are not planning on doing any work/replacement of the manhole covers on Heugh Road, but they will continue to observe them.
NWL do not intend on putting up a barrier at the South Acres site to prevent cars parking, but they will continue to monitor the situation.
Action Point: Clerk to email Charles Harman at NWL to see if its possible for him to meet with a couple of Councillors when he does his final site inspection in early March.

1431.  Craster Community Trust Matters.
Queens Diamond Jubilee.
Action Points: Joyce Shaw will look into the price for a beacon made locally to be placed at the harbour.
Michael Craster will look for the most suitable location for a tree to be planted for the Jubilee.

1432.  Parking Sub Committee Update.
The National Trust may make a donation towards parking improvements.
NCC have no money in their budget until 2013/14, if the scheme goes ahead NCC would support it & it would be policed, however residents would need to pay for their parking permits within Craster & we could get some funding towards the cost of a ticket machine for the field.

1433.  Matters arising from minutes of last meeting.
Housing – Residential & Tourist.
None.
Dunstan Water Leak. Ongoing.
Mr M Robson removed fencing from the inner car park.
Action Point:
Clerk to email CC John Taylor to check on developments.
New Rubbish Bin at Dunstan Bus Shelter
Action Point:
Clerk to check on whether we will get a rubbish bin & to get it tidied out.
Re-location of the two bins in the Car Park. The bins have been re-sited.
Potholes. The potholes have not been done yet, but an email has been received.
Elizabeth Pearson – Damaged bus stop bin & storm drain/road surface at the bus shelter in Craster.
Action Point:
Clerk to email NCC about this repair.
Bushes from Craster Arch to the crossroads.
Action Point:
Michael Craster will prune back his side & contact the owners on the other side.
Signage for Tower Bank to highlight the dangers.

Bus Timetables for Dunstan & Craster West End  bus stop.
An email has been received from NCC that this has been forwarded to the correct department.
Standing Orders.
Action Point:
Clerk to contact NALC to adopt the Smaller Parish Council Standing Orders.  All were in favour.
Bryn Owen - Neighbourhood Plan.

Bryn gave a talk on the merits of creating a Neighbourhood Plan for Craster.
‘If we do not develop a plan we are likely to be considered, as at present to be a non-sustainable community.  If this happens, development will be very limited and unplanned.  Individuals may make individual proposals, but NCC is unlikely to see the development of Craster Parish as worthwhile.
The plan would define how the parish will develop in the future.  It will provide a strategy against which we can control development, rather than it being dependent on the ad hoc proposals from individuals.
It could provide:-
1)  A robust case as to why the parish is sustainable.
2)  More control over the transfer of residential properties to businesses.
3)  A definition of the housing needs of the community & how they can be met.
4)  Defining what facilities and infrastructure are needed to support the  community & the tourist businesses & planning how they can be met.
5)  An identification of where development can take place which respects the rights and needs of the community.
If we wait till NCC have completed their planning process and developed their own plan, the more restricted will be our opportunities to see the parish develop to meet the needs of the parish.’

All five objectives were agreed & a proposal was made to set up a Sub Committee with John Gallon, Michael Robson & Bryn Owen as the Chairman.  Michael Craster will observe.  All were in favour.
Footpath from South Acres Pumping Station to the style gate.
Mr Philip Bradley the NCC Footpaths Officer is looking to re-profile this path & replace the missing no-cycling signs on the footpaths in Craster.
Village Hall Refurbushment.
Action Point:
Clerk to put on next months Agenda.

1434.  Planning Matters.
A/2008/0289 – Former Nursery Gardens – amendments.
Ongoing.
11/01223/FUL – 3 Church Street first floor holiday accomodation amendments. NCC - pending decision.  The applicant intends on purchasing two parking permits for the village car park to help alleviate any possible parking problems, but the car park has signs up saying ‘No Overnight Parking’ which could cause their visitors problems.
Action Point: Clerk to email the Planning Department with this concern & to enquire if a Councillor could attend the Planning Meeting.
11/02793/FUL – Dunstan Steads Farm plans. NCC – pending consideration.
11/03210/FUL – The Haven. NCC – application permitted.  Craig Ross will meet Mr Bradley the NCC Footpaths Officer & Margaret Brooks to look at the coastal footpath.
Action Point:  Michael Craster will write a letter to Mr D Clarke for the Chair to sign.
11/03278/FUL – Jolly Fisherman. NCC – pending consideration.  Concerns were still raised about the parking facilities being inadequate.
Action Point:  Clerk to forward concerns on to NCC.
11/03411/FUL – Dunstan Hill Camping & Caravan Club. NCC – pending consideration.

1435.             Financial Matters.

CPRE – Neighbourhood Planning Guide. A Sub Committee has been formed to look to creating one for Craster Parish.

NCC – Application to carry out work on protected trees. Noted.
NCC – Dunstan Steads request to move from Craster to Embleton Parish Council.
Action Point: 
Michael Craster will draft a letter voicing our concerns.
