1552. Apologies for absence. None.

1553. Confirmation of minutes of last meeting.
The Minutes were accepted as a true record.

1554. Craster Community Trust Matters.
One of the swings at the playpark is broken & the Trust is awaiting an inspection by ROSPA. Elizabeth Pearson, Joyce Shaw, Alan Punton, Michael Craster & Michael Robson all declared an interest when the Parish Council discussed this year’s donation to the Village Hall. Pauline proposed that the donation should remain the same at £200 & seconded by Joan. All in favour 4 & all against 1 The donation shall remain the same at £200.

1555. Parking in Craster.
After the elections in May the Traffic Wardens will be able to charge £60 for vehicles parked on double yellow lines. The application to re-apply for funding towards upgrading the overflow car park will begin after the elections. The burn has now been cleaned out by Howick Estates & NWL have completed the work to the drains. Scott Grey is content that the field is solid enough where people will park.

1556. Neighbourhood Plan.
Bryn Owen spoke to Mrs Cato from Newton Parish Council who would like the AONB areas in both our Parishes to be in one group. Bryn suggested they do a Neighbourhood Plan to cover the parish parts within the AONB, so that the local Parish Councils can work together. CC John Taylor confirmed that a cluster plan is a potential. CC John Taylor will pass on to us Rights of Way & AONB maps in July.

1557. Matters arising from minutes of last meeting.
Dunstan Water Leak & Road Surface. Michael Robson dowsed the field with CC John Taylor & they located the blocked field drains – CC John Taylor will look to obtaining funding to have the leak repaired & hopes this will also stop the common field pooling with water. The Parish Council thanked Michael Robson & CC John Taylor for their help, Highways Dept believe that they have a right to a claim for the road surface water damage.
Public Footpath by the Church between Heugh Wynd & Whin Hill No25. The Modification Order has now been received.

Tower Bank & TI Centre – road flooding.
Action Point: Clerk to contact NCC to request the drains & gulleys to be cleaned, white lining to be done around & at the bottom of Tower Bank & Dunstan. Priority signage to be erected at the top & bottom of Tower Bank.
Jubilee Oak Tree. Tree to be planted in October by Joan Angus.
Real Christmas Tree. A Norway Spruce tree would survive the coastal climate & with the top of the Burn Bank being a suitable location.
A Punton – Heugh Road/Wynd junction road markings. CC John Taylor is currently speaking to Ian Coe at NCC requesting a review to using double decker buses along the coastal route.
Action Point: Clerk to request a senior member of Highways to meet with Michael Craster & Margaret Brooks to discuss points/suggestions concerning the junction.
Mrs M Gallon – Public Phone fault. The phone was fixed & working yesterday, the Parish Council are very grateful for Marion & Elizabeths hard work in sorting this.
Action Points: Clerk to contact BT concerning the Dunstan phone box which comes up with ‘No Cash Calls’, and to request a donation from BT towards the community for the residents inconvenience whilst the phone was broken.
Bryn Owen – Danger of Roadside Trees.
Action Point: Clerk to put on the Agenda for the June Meeting.
Broadband for Craster. Ongoing - lots of masts have been erected to cover the rail line, but not the coastal area, Alan Beith is now on the case & reply letters are coming in from the network providers.
1558. Planning Matters. CC John Taylor declared an interest. A/2008/0289 – Former Nursery Gardens – amendments. Pending. 12/03359/FUL – 43 Dunstanburgh Road – creation of a holiday home.
Granted. Bryn Owen spoke with the Planning Dept who confirmed that an applicant does not have to own the land to apply for planning permission on it. So although they have been given planning permission they can not use it without the consent of the land owner – the National Trust.
Action Point: Clerk to contact National Trust to confirm they object.

NCC – 2011 Census Key Statistics. Noted.
NCC – Medium Term Financial Plan 2012-16. Noted.
NCC – Craster Public Footpath coast line by Jolly Fisherman. Noted.
AONB – Coastal Views Jan 2013. Noted.
NCC – Joint Meeting 11/3 Northumberland Hall 6.30pm. Noted.
NCC – Arrangements for Council Elections. Joan Angus will not be re-applying for the election, she has served the Parish Council admirably for over 20 years & all the Councillors voiced their appreciation & thanks for all her hard work & effort. 9 nominations have been received by NCC:- Mrs M Brooks, Mr RW Brown, Mr M Craster, Mr J Gallon, Mr B Owen, Mrs E Pearson, Mr A Punton, Mr M Robson & Mrs J Shaw. One position remains unfilled, which will be advertised on the noticeboards after the May Meeting & then filled at the June Meeting - Mrs P Baird has submitted in writing her request to be co-opted onto the Parish Council. Bryn Owen has drafted out a modification to our Standing Orders:- No 13 Co-opting of Councillors. Michael Craster proposed the Parish Council should adopt the modification, seconded by Alan Punton. All were in favour

NALC E-News March 2013. Noted.
CAN News March 2013. Michael Craster will attend the Spring Conference.
Michael Robson – Parish Council organised Grasscutting. 3 quotes are required.
Action Point: Clerk to contact NCC to find out what their responsibility is in Craster for grasscutting. Then formulate a working list & request estimates from Stephen Ternent, Dennis Moody & another local grasscutter.
WI outside seat.
Action Point: Michael Robson & Alan Punton will look at the WI outside seat & organise the repairs.
Heugh Road water leak.
Action Point: The leak is from the patch of grass owned by NCC & they will get it repaired.
