1525. Apologies for absence. None.

1526. Confirmation of minutes of last meeting.
The November Minutes were accepted as a true record.

1527. Craster Community Trust Matters.
The repairs are continuing, but there could be delays due to the bad weather & re-siting of the oil tank to the correct location.

1528. Parking in Craster.
Action Point: CC John Taylor is to re-schedule the NCC Meeting & let us know.

1529. Neighbourhood Plan.
Bryn Owen has circulated a discussion paper concerning the creation of a Neighbourhood Plan, & this will be discussed at the next Meeting.
Action Point: Clerk to find out via the Register of Electors how many residents there are in the parish.

1530. Matters arising from minutes of last meeting.
Dunstan Water Leak & Road Surface.
No work can be carried out until the weather improves, CC John Taylor has been visiting the areas suffering from land slips - the repair estimate is approx. £30 million pounds. The Government has allocated approx. £7 million pounds extra towards the repair of potholes. Our roads are not as good as built up areas & the potholes are only being filled not properly repaired so they return very quickly.

Action Point: Clerk to forward our concerns/minutes to the Gazette.
Action Point: CC John Taylor to find out if we can put a surcharge on the car parking to be ring fenced for road surface repairs.

The Dunstan water leak problem, which has been ongoing now for approximately 8 years will not be rectified by NCC until the water source is discovered.
Action Point: CC John Taylor to find out who NCC uses to find water sources & an estimate of the cost as Craster Parish Council may have to pay for this service to be carried out to finally get the ball rolling on the repair.
NCC – Dunstan Steads request to move from Craster to Embleton Parish.
Official Order now received & in circulation.
Public Footpath by the Church between Heugh Wynd & Whin Hill No25. Ongoing - CC John Taylor will leave a copy of the paperwork with the Clerk to be circulated.
Tower Bank & Tourist Information Centre – road flooding.
Action Point: CC John Taylor is looking into this & will arrange to get the camera down the drains & get them cleaned & cleared.
Joyce Shaw – Rats around the Bus Shelter.
No rats have been seen lately.
Freedom of Information for Parish Councils. Noted.
Code of Conduct & Interests.
They have already been done & posted.

1531. Planning Matters.
CC John Taylor declared an interest.
A/2008/0289 – Former Nursery Gardens – amendments. Pending. 12/02957/ADE – The Jolly Fisherman – advertisement consent. Granted.
12/02843/FUL – Land south of Chapel Row–repair/refurb existing workshop/garage. Granted.
12/03359/FUL – 43 Dunstanburgh Road – creation of a holiday home.
Michael Craster declared an interest. Bryn Owen spoke to the Planning Department & the Core Strategy relates to dwellings not holiday homes. Action Point: Clerk to email NCC as we oppose the plan for a holiday home because if the housing stock of the village is to be increased the view of the Council is that absolute priority should be given to affordable homes rather than another holiday home.

1532. Financial Matters.

The proposed Jubliee Oak Tree will cost approx. £55.00 + planting, all were in favour.

Christmas Tree Lights:
Action Point: Clerk to write & thank Mr. Hogg for the use of the electricity for the lights.
Overgrown Tree – 11 Heugh Road:
Action Point: Clerk to write a letter to the occupier requesting the tree to be pruned back, because if NCC end up pruning it they will be charged.
Embleton Joint Burial Committee.
The hot water boiler in the house is broken & requires replacing immediately, the caretaker has workman estimating the cost.
