1457.    AGM.
Due to only 4 Councillors being able to attend tonight’s Meeting it was proposed to hold the AGM at the June Meeting.
All were in favour.

1458.    Apologies for absence.
Joan Angus, John Gallon, Bryn Owen, Michael Robson, Alan Punton & Pauline Baird.

1459.    Confirmation of minutes of last meeting.
The April Minutes were accepted as a true record with the following addition:-
Water Leak at the bottom of Tower Bank.
Action Point: CC John Taylor will take a look at it for us.

1460.    Dunstanburgh Castle Peace Camp 2012.
Mr I Bone from the Artichoke Project discussed the peace camp & answered all the concerns raised by an email from Mrs M Gallon.

he event is being held from 19th-22nd July as part of the Cultural Olympiad.
It is designed to be visited from dusk until dawn & the site will have 527 illuminated bell tents - within these tents quiet love poems will be played.

The Dunstanburgh Castle Camp will be the biggest one of the 8 being held. They have spoken to Ally Grey concerning the event holders site access & their help with positioning the equipment.
It will take approximately 20 people to assemble all the tents (which will be held in place by sandbags), speakers & batteries.  There will be no generators or cabling & they have liased with The National Trust & English Heritage & the Castle will not be accessible.
There will be a Site Manager & assistant plus 8 stewards (3 of these stewards will walk between the Castle & Craster Village to make sure everyone is OK).
The events tickets will be free but it will be restricted to 150 tickets per hour to minimise disruption.
The TIC toilets will be regularly checked & mobile lights installed in the car park & overflow field car park.
The Site Manager & stewards will have a Satellite phone, walkie talkies & some will be first aiders.
There will be no food/drink vans or mobile toilet wagons & NCC will carry out a litter pick each morning.
The funding has come from the Olympics, Arts Council, Artichoke also fund raise & a small amount from NCC as this event will be used to promote tourism within the area.
A short film will be created & shown in the Village Hall.  Nearer the time they will look for local volunteers to help & a reception will be held for the launch with national press attending.
The Council thanked Mr Bone & Mr N Walsh for attending & answering all our questions.

Action Point: Michael Craster will reply to Mrs Gallon’s email.

1461.    NWL Sewerage Update.
An email was read out from Craster Community Trust concerning the completion of the play park rectification work & additional weekly rent for any overrun - they also requested that the Parish Council deals with these points on their behalf.
Another email was read out from John Gallon suggesting that since the original deal was created with both parties involvement that any further rent negotiations should also be dealt with jointly.

Action Point: Clerk to forward John Gallon’s email onto CCT as the email represents the view of the Parish Council.  All were in favour.

1462.    Craster Community Trust Matters.
An email has been received from CCT supporting our initiatives to keep the parking area clear outside the Village Hall when the re-furbishment commences to reduce the chance of vehicles being damaged.

1463.    Parking Sub Committee Update.

Joyce Shaw has been unable to get her bins emptied due to cars parking on the double yellow lines on Whin Hill, CC John Taylor advised her to contact Victoria Barrington @ NCC.
Decisions need to be made towards alleviating the car parking problem in Craster, but the whole of the Parish Council needs to be consulted.

Action Point: Parking Sub Committee will hold a Meeting next week & invite the Parish Council to attend.

1464.    Neighbourhood Plan Sub Committee.
Ongoing.

1465.     Matters arising from minutes of last meeting.
Dunstan Water Leak.
Ongoing.

Mr M Robson – NCC have removed the fencing from the inner car park.
A new fence has now been erected.

Bushes from Craster Arch to the crossroads.
The pruning has now been done.

Bus Timetables for Dunstan & Craster West End bus stop.
Action Point:  Check to see if they have been updated.

Footpath from South Acres Pumping Station to the style gate.
NCC have carried out the repair work.

Village Hall Refurbishment.
They are busy trying to locate local builders to estimate for the work.

NCC – Dunstan Steads request to move from Craster to Embleton Parish.
Ongoing - an email has been received from NCC stating that this will go before a County Council Meeting in July.

Dog fouling on pathway by Church & Hall.
The NCC Animal Welfare Officer will put some signs up & monitor the area.  

NCC – Review of public rescue equip. & signage 2011-12.
Action Point: Clerk to email NCC concerning the dangerous shelf & currents at Embleton/Dunstan Steads Bay, which used to have signs up.

M Robson – Cyclists using the coastal path.
NCC Footpaths Officer will monitor.

J Gallon – Parish Council PAYE.
The PAYE is now set up.

J Gallon parking on footpath at harbour.
CC John Taylor is looking into this.

Mrs E Pearson – Heugh Road water leak.
CC John Taylor is trying to establish where the water is coming from.

The Haven/Coquet View boundary.
A letter has been sent to the Land Registry.

1466.    Planning Matters.

A/2008/0289 – Former Nursery Gardens – amendments.
Action Point: CC John Taylor will check to see if the amendments have been accepted.

1467.     Financial Matters.

1468.     Correspondence received.
Archaeology in Northumberland. In circulation.
CAN News March 2012. The Methodist Church could potentially be used as affordable housing.
Action Point: CC John Taylor will look into this suggestion in principle.
Mr M Taylor – Footpath by the Church between Heugh Wynd & Whin Hill.
Action Point: CC John Taylor will look into this.
NCC – Street Trading Permit for selling ice cream at the harbour.
No objection.
