1516.    Apologies for absence. Michael Craster.

1517.     Confirmation of minutes of last meeting.
The October Minutes were accepted as a true record.

1518.     Craster Community Trust Matters.
The Village Hall refurbishment started on Monday.

1519.     Parking in Craster.
At present Councillors are looking at ways to improve the parking issues within Craster & CC John Taylor will organise a Meeting with NCC in approximately 3 weeks time.

1520.     Neighbourhood Plan.
NCC Permitted Development Rights for homeowners & businesses (email). Noted. 
Bryn Owen has circulated a document he created on topics for discussion towards creating our objectives for a Neighbourhood Plan.
Recently some local businesses have expanded due to tourism, which has created more part time & full time jobs at Howick Gardens, pubs, restaurants & holiday cottages - cleaning/maintenance.
The main job types in Craster used to be in haulage, fishing, quarry work & the smoking house.
The increasing number of houses that are now second homes/holiday homes has brought about these changes, now there are a lot less houses lived in full time.
Joyce Shaw did a rough survey & found that 57 houses are now holiday lets & 71 houses lived in.
If we promote tourism it will probably be to the detriment of village life and loss of the community, although it does create jobs for restaurants/pubs the visitors tend to order via Tesco deliveries & not shop local.  NCC are placing covenants on the sale of their houses so they remain as full time homes.
The Former Nurseries affordable houses can not be started until Johnny Johnson has the money in place to begin.

Neighbourhood Plan objectives: to secure affordable housing & increase jobs.

Action Points: Clerk to put on the Agenda for the next meeting ways to create affordable housing.
CC John Taylor to organise a Meeting & Clerk to forward Meeting details on to Bryn Owen & Michael Robson as soon as received.


1521.     Matters arising from minutes of last meeting.

Dunstan Water Leak.
CC John Taylor is liasing with Sale & Partner   

NCC – Dunstan Steads request to move from Craster to Embleton Parish.
NCC are busy creating the order & it will come into effect for the May 2013 elections.

Public Footpath by the Church between Heugh Wynd & Whin Hill No25.
The NCC Rights of Way Committee Meeting has been put back till January.

Marion Gallon – Electricity Substation obstructed by shrubbery.
The Substation has now been pruned back.

Tower Bank & Tourist Information Centre – road flooding.
CC John Taylor is looking into this with NCC because the ditches & culdies need cleaned & cleared when there is less water lying on the surface.  This bad flood problem is widespread in Northumberland.  Michael Robson contacted NCC & they have looked at the drains, they have done one & there is still one to do.

Michael Robson - Overgrown verge between car park & harbour.
Action Point: Clerk to ask Steven Ternent to prune them for us.

Margaret Brooks - changes to bus times.
Action Point: Clerk to complete & return the transport issues survey.

1522.     Planning Matters.  CC John Taylor declared an interest.
A/2008/0289 – Former Nursery Gardens – amendments. Ongoing.
12/02678/FUL – Coastguard Rescue Station. The work has been started.
12/02957/ADE – The Jolly Fisherman – advertisement consent. Ongoing.
12/02843/FUL – Land south of Chapel Row–repair/refurb existing workshop/garage.
Action Point: Clerk to email NCC that we have no objections to the plan, but we do have concerns about the parking & noise in a residential area.
