1613.             Northumberland Coast AONB Management Plan 2014-19.
Jessica Turner from the AONB gave a talk on the 2014-19 Management Plan which will run for the next 5 years and is in 3 parts – the 1st part was created in July, 2nd part which is currently ongoing concerning policies & then the 3rd part will be an Action Plan.

Themes for Part 2 are:-
1.                 Conserve & enhance the special landscape.
2.                 A thriving & living landscape.
3.                 A place to celebrate & explore.

This plan will be adopted by NCC & the AONB requires local data to work out the percentage in all the villages within the AONB between permanent housing, second homes & holiday homes.  A large map of Craster was laid out on the table & the houses marked in different colours depending on its use.
Action Point: The AONB will forward a map of Dunstan for Bryn to complete.

1615.             Confirmation of minutes of last meeting.
The October Minutes were accepted as a true record.
 
1616.             Craster Community Trust Matters. No matters to discuss.
             
1617.             Parking in Craster.
Bryn has agreed to chair the Parking Sub Committee in Michael Craster’s absence & currently we need to agree to the positioning of the non-seasonal double yellow lines.
Michael Robson suggested new double yellow lines for the stretch of road from the bus stop past the playground on the coastal side to prevent double parking.
Action point: Bryn will contact Paul Mckenna at NCC to include this area.

Bryn has written a paper concerning NCC’s proposed plan for free parking, which was circulated to all the Councillors.  In this paper Bryn outlines the need for additional parking spaces which could be created in the quarry car park & the traffic congestion which would be created if the car park was free as the cars would remain there all day & later visitors would park within the village.
Action Point: Bryn to send his paper to Paul Mckenna at NCC for his consideration.

1618.             Neighbourhood Plan.

The NCC Core Strategy Drop in Events – Wednesday 20th November at the Council Chamber, Clayport in Alnwick (3pm to 6pm, followed by a discussion session between 6.30pm to 8.30pm).

NCC Local Plan Core Strategy Consultation Document – in circulation.
John Gallon having viewed the document created the following points to be the basis of our response to NCC:-
 
Questions 1, 2 & 3 - we agree to the questions as put.

With respect to the North Northumberland Delivery Area & questions 4 & 5 we would like to suggest the following additions to be made:-
Tourism: Apart from the visitors staying in holiday lets & second homes we should also add the needs of the day-trip visitor. This then brings in the need to look at parking & highway provision for cars & coaches & also the need to consider the needs of the residents in the most affected tourist venues. The requirement for public toilets in popular areas should also be addressed.
Rail transport & safeguarding facilities: Expansion of car parking should also consider Alnmouth Station.

On this last point we recognise that the car park was recently expanded, but it is still inadequate for the number of cars being parked at the station.

Action Point: Bryn to forward this response to NCC.
 
Bryn met with the Chairs from Embleton & Newton by the Sea Parish Councils to discuss the possibility of a joint Neighbourhood Plan.  The general feeling was that the three Parish Councils should keep in touch but that we had different priorities concerning a plan & that Craster would wait to see what the Strategic Plan has to offer.
 
1619.  Matters arising from minutes of last meeting.
Dunstan Water Leak & Road Surface.
CC John Taylor advised that NCC have taken photos down the drain pipes where the water is leaking & the pipe stops at the entrance to the school site & restarts further down, this will have to be rectified & the road surface re-laid in February/March next year.
 
Bryn Owen - Register of Assets. Ongoing.
 
Bryn Owen - Risk Assessment.
The decision for the Parish Councillors to use Google Drive will be left until the January Meeting.
The purchase of the laptop was proposed by Joyce Shaw & seconded by Alan Punton.
Action Point: Clerk to order laptop for £233.32 + VAT.
 
Bryn Owen – Maintenance of Land.
Burn Hill ownershipit was agreed to close this item as the Northside Owners now know how we feel.
The Dunstan bus shelter will require attention when the seats next get painted in the village.
 
Elizabeth Pearson – Overgrown bushes at Windyside Bridge. These have now been cut.
 
1620.             Planning Matters.
12/03359/FUL – 43 Dunstanburgh Road – creation of a holiday home.
The houses at this site have already been allowed vehicular access before the National Trust had bought the land & although the National Trust have not allowed this new building vehicular access it will prove expensive for them to take to court.
 
1621.             Financial Matters.

CAN AGM–5thNov 2pm Village Hall, Bardon Mill & Annual Report. Noted.
Action Point: Clerk to find out roughly how much small Parish Councils give as an annual donation. All in favour.
 
AONB – Parish Council vacancy.
Bryn has discussed this with Michael Robson & Michael Craster.  Michael Craster would like to apply.  All in favour.
 
NALC AGM 19th Oct 10.30am Storey Park Community Centre Morpeth & Annual Report. The AGM has now been held.
 
AONB Annual Forum 2013. Bryn Owen to attend.

NCC – Cap reform – deadline 28th Nov. Noted.
 
Bryn Owen – Street light out next to phone box in Dunstan. This has been fixed.
 
Michael Robson – The tipping of hot ashes over the bank shut.
Action point: Clerk to email The Net to request they pop a note in the next edition highlighting the fact that rubbish & hot ash caught fire & that it is only biodegradable garden rubbish that should be tipped there.
 
Michael Robson – Parking at South Acres Pumping Station & pump problem. Action point: Clerk to email NWL concerning the leakage of sewerage into the gardens of homes next to the pumping station when the pumps stopped working.
           
NCC – proposed re-loaction of planning staff to Greenwell Lane.
Noted.
 
RNLI – letter for the use of Burn Bank.
Action Point: Alan will return the letter as we don’t own it, they could possibly use Bark Pots.
 
Embleton Joint Burial Committee.
NCC have installed a new road sign at the cemetery, there are some leaning headstones & the Committee will look to sorting the worst ones.  There is a new memorial seat & they are looking to purchase a new cutter & increasing the hardstanding at the turning point for cars.
 
Council House Allocation Policy.
CC John Taylor advised that NCC are reviewing their allocation policy for all social housing. The allocation will be village residents first, then parish residents, then adjacent parishes, then county who have ties to the area.

The next Meeting will be on Thursday 16th January 2014.
