Thursday 19th September 2013

Craster Village Hall 7.15pm.

1595.    Apologies for absence.
Bryn Owen, Roy Brown & CC John Taylor.

1596.     Confirmation of minutes of last meeting.
The July Minutes were accepted as a true record.

1597.     Craster Community Trust Matters.
The roof work has now been completed & the CCT have requested estimates to rectify the damp in the east wall.  The playpark has now re-opened, but the grass has been left until it is too long before cutting & the cut grass has not been cleared up afterwards.
Action Point: Clerk to email CC John Taylor about the NCC grass cutting standard.

1598.     Parking in Craster.
John Gallon declared an interest.
An email has been received from Paul McKenna, NCC Traffic Safety after meeting members of the Parking Sub Committee, which outlines his ideas to help Craster with its parking problems.

1.    Removal of Seasonal aspect of ‘No Waiting’ restriction in Craster.
2.    Removal of ‘No Waiting’ restriction in front of church.
3.    Introduction of Resident Permit Zone within Dunstanburgh Road (holiday cottages may need consideration).

Action Point: Parking Sub Committee to contact Paul McKenna again to discuss the Resident Permit Zone for Dunstanburgh Road & possibly Heugh Road, they will also collate a Full Parking Plan & talk to residents.
Action Point: Clerk to email Wendy at Newton by the Sea Parish Council to update her on our talks with NCC.

NCC will also look at extending the quarry car park & if in the future the car park carries on charging - the money will be re-invested back into the area. (£65,000 was made from the Craster car park last year).

1599.     Neighbourhood Plan.
Bryn’s Neighbourhood Plan paper was discussed & Michael Craster proposed that Bryn should ascertain how much interest there was with the other local parishes concerning a joint plan. All in favour.
Action Point: Bryn to liase with Embleton & Newton by the Sea Parish Councils & report back at the October Meeting.

1600.  Matters arising from minutes of last meeting.

Dunstan Water Leak & Road Surface. Ongoing.
Broadband for Craster. Ongoing.
Roadside trees which require pruning. Letters have been posted to all landowners.
Bryn Owen - Register of Assets. Ongoing.
Bryn Owen - Risk Assessment.
John Gallon is looking into various options (google drive, new computer/ broadband) he has been discussing the requirements with Mark Johnson from CAN.
Bryn Owen – Maintenance of Land.
John Gallon declared an interest.
The concerns about maintaining Burn Hill was discussed, if the Northside Owners do not have Public Liability Insurance then we possibly are creating problems for ourselves in the future.
Action Point: Michael Robson & Michael Craster will word a notice to go up on the noticeboards & press for the Northside Owners to step forward & register their interest with proof of ownership.

Elizabeth Pearson - Windyside Bridge Road.
Elizabeth explained that when you travel along the road from Alnwick & approaching the bridge the oncoming traffic is obscured from view by the trees & bushes.
Action Point: Clerk to email CC John Taylor concerning the bushes & the potholes.

1601.     Planning Matters.
13/00600/FUL – extension to Craster Lifeboat Station. Granted.

1602.     Financial Matters.
Bank Balance                                £3,090.14
LTSB Higher interest account        £18,000.00

Clerk (wages/expenses Aug/Sept)      £154.05

The Annual Return has been approved & accepted by the Council & the Auditors found no matters which came to their attention.
The Auditor invoice was for £0.00 as our precept is under £10,000.

1603.     Correspondence received.

NCC – Member Training & DVD. Noted.
CAN – Summer 2013. Noted.
CPRE – Summer 2013. Noted.
AONB – Coast Management Plan Review First Consultation.
Noted.  Michael Craster has completed the questionaire & will attend the Meeting (if he’s not available Michael Robson will attend).
NCC ‘Don’t Stand For It’ campaign. Clerk has requested no dog fouling signs to be put up in Craster & Dunstan.
NCC – Local Transport Plan Programme 2014-15. Noted.
Michael Craster – NALC Local Councils Explained book £49.99.
This book may be worth looking into & purchasing.

The next Meeting will be on Thursday 17th October 2013.
